I've posted this on BaD Forums also a while back, but it's here for any future reference for people:
Hi, I've noted a few players having problems with PunkBuster and Windows Vista. Here is some help:
First of all, right click the wolf icon and select properties:
After this you should see this screen
Then select the "Compatability" Menu which should look like this:
Click the check box near the top and select "Windows XP (Service Pack 2)":
Next, click the "Run as Administrator" box near the bottom and click OK:
If you're not an admin, click "Show settings for all users" and repeat the earlier processes:
If the problem persists on the server, usually with "PB INIT FAILURE". Next time you log on the server enter the following into console:
/pb_security "0"- I hope this helps.
